New Finance and Administration Manager joins WBF team

The Western Balkans Fund is pleased to announce the successful recruitment of Ilir Umeri in the position of Finance and Administration Manager.

Mr Umeri joins our team after a successful and very competitive recruitment process launched for citizens of North Macedonia.

Mr Umeri brings to the WBF team an extensive and long experience in project cycle management, IPA funds and EU funded projects. 

During his tenure, Ilir will act also as a Programme Coordinator for projects from North Macedonia.

Hello to everyone,

My name is Ilir Umeri and I come from Tetovo, North Macedonia.

I have a Bachelor Degree in Business Administration of the South East European University (SEEU) in Tetovo and ongoing Master studies in Monetary Economy, Finance and Banking in the Ss. Cyril and Methodius University in Skopje (UKIM).

As part of the CFCD team and first generation of Decentralized Implementation System (DIS) of EU funds prior the process of pre-accession assistance of North Macedonia towards EU membership, I can say that I have twelve (12) years long term experience in project cycle management of IPA funds mainly in terms of monitoring, implementation and verification of expenditures of the EU funded projects according to EU PRAG rules.

My previous work experience as Program Monitoring Advisor in general is related to the implementation of Service/Supply/Works/Twinning/ and Grant Contracts from the start of implementation, review and approval of progress interim and final narrative reports and invoices, check of secondary procurement procedures, selection of key and non-key experts, justification and preparation of the contract addenda, and verification of expenditures with aim ensuring the eligibility rules and respecting the sound financial management principles and adequate controls.    

During this period of engagement, I received multiples recognition certificates of well-known consultant companies that operates in Europe and Western Balkans. I also have a certificate of award for the three (3) months internship in EU institutions as part of the Fellowship Program for Government Officials from the Western Balkans – Supporting Excellence and Leadership in Governance supported by European Fund for the Balkans in cooperation with Potsdam Center for Policy and Management, and College of Europe.

By nature, I am positive person, easy going and friendly, self-motivated, good team worker, creative and able to fit in almost any working environment, and always optimistic ready for new challenges with direct approach in each situation.

I am computer literate and beside Albanian language as native I speak regional languages such as North Macedonian, Serbo-Croatian languages, and fluent in English language as well.
