Dear Minister, dear Ambassador, distinguished directors of Funds (Western Balkans Fund and the International Visegrad Fund)

It is a great honor to address the mayors and elected representatives who shape the future of their communities. I want to thank you all for making this gathering possible.

Tirana is more than just a capital, it is a hub for regional and European cooperation. This conference stands as a testament to Albania’s dedication to synergy and integration. It is inspiring to see mayors from both the Balkans and Central Europe coming together, reflecting the deep connection between our regions. Czechia firmly supports Albania and the Western Balkans on their path to EU membership.

EU integration is not only the responsibility of national governments, it happens at the local level as well. Initiatives like the Visegrad Fund and the Western Balkans Fund demonstrate the power of cooperation. The EU remains incomplete until all nations share the same rights and responsibilities. Albania has made real progress despite the challenges along the way. Many of the delays in enlargement come from within, both in candidate countries and the EU itself. However, the current European Commission has revitalized the momentum for enlargement. As long as reforms continue, membership remains a real possibility.

We understand external threats. Czechia has lived through Nazi occupation and Soviet rule. Today, some actors seek to divide and weaken Europe. Russia leads this effort through disinformation, coercion, and economic pressure. Other forces also attempt to expand their influence by targeting key industries and energy infrastructure. Ignoring our vulnerabilities makes us an easy target.

The war in Ukraine has shown us why standing together is essential. No country can face these challenges alone—security depends on cooperation. Military strength is important, but so is the resilience of local communities. Towns and cities are on the front lines of stability. Like Ukraine, we all seek security, integration, and prosperity. To achieve this, we must strengthen both our defenses and our unity.

Good governance, at both the national and local levels, is key to stability. It matters who controls our energy, transport, water, and communication infrastructure. Security is about more than just borders—it relies on economic independence and strong institutions. Weak governance benefits those who seek to control this region.

Therefore, municipal and national leaders must work together. Division only makes us weaker. Let us strengthen our cooperation and governance. Integration is not just about policies—it means security, prosperity, and resilience.

By working together, we can build a stronger, safer, and more united Europe.
