KEYNOTE SPEECH BY MS. LINDA KAPUSTOVA HELBICHOVA, EXECUTIVE DIRECTOR OF THE INTERTIONAL VISEGRAD FUND AT THE SYNERGY CONFERENCE 2025
Dear Mr. Ministers, Mr. Director, Madam Ambassador, distinguished guests
It is my privilege to stand before you today, as the International Visegrad Fund has served as a direct inspiration for the establishment of the Western Balkans Fund, a unique international donor organization based in Tirana and funded exclusively by the six Western Balkans Contracting Parties.
Not only has the Visegrad Fund provided a structural and strategic model for the Western Balkans Fund, but it has also played a crucial role in offering long-term financial and technical assistance. Additionally, it has leveraged Western Balkans expertise in project evaluation and has been instrumental in preparing several projects for joint funding cooperation through concrete grants that link the two regions.
The initial concept for the fund was developed approximately 15 years ago within the Office of the International Visegrad Group, at what was then known as Kralovské Údolí (King’s Valley), under the leadership of former Executive Director Mr. Peter Wagner. Today, the Western Balkans Fund proudly celebrates its seventh anniversary, a remarkable achievement.
On a personal level, witnessing this vision come to life and standing here with you today at the Synergy Conference is truly special. It is an incredible moment, as the International Visegrad Fund—a key donor in our region—is celebrating its 25th anniversary this year. My heartfelt congratulations to you, Mr. Director and Madam Ambassador, on this milestone.
Finally, I would like to express my gratitude to you, Mr. Minister, for your insightful remarks. When the Visegrad Group embarked on its EU accession process more than two decades ago, we did not have the privilege of using AI to navigate the acquis communautaire. We will keep our fingers crossed for you, and let us hope that AI will be a valuable tool in your journey toward EU accession.
